Maybe I should have told the artist that drew my priestess of Sarenrae ([link]) to draw her with curves like Alissariel's.
As far as getting what you hoped for, I think a big part of that is knowing what you want and being able to convey it to the artist. Even before I saw Ruloc's generous offer, I'd already spent a looong time scouring the Internet for models I could use as photo-references. When I finally did see Ruloc's offer, it took me at least 4 hours to get all the details written up. In fact, I was actually worried it was going to be too much information, so I made an addendum to specifically call attentions to key features like her having blonde eyebrows, no dimple in the chin, and a widow's peak to her hairline.
Naturally, it also helps to find an artist whose style is a good fit for what you have in mind and who will work with those guidelines.

I agree with you about references. I try to provide as many references to what I want as possible and as much detail as can think of that is relevant. However, I never went as in much detail as your link.
(Don't worry, I doubt Eric will go into as much detail as I did!) ^_^;
I need to get on Ruloc's list for he keeps turning me down when I suggest I should commission him when I respond to his fantasy characters pictures here on dA.
Also, if you use the Pathfinder rules for your fantasy games, I have created a generic fillable character sheet for it that I use for my games, which can be found here ([link]).
